		<description>I think this is a brilliant idea. The federal government should use its ability to regulate interstate commerce to force states to produce more of their own power. Not that I really think nuclear power is such a great idea, but forcing people to think about power from a *local* perspective might give the NIMBYs  fighting windmills out there a swift kick in the pants about conserving energy and where their energy comes from if a nuclear plant in their backyard was the alternative.</description>
