As much as I am in favour of this organisation, publishing false information is only going to damage your reputation.
I live and work here in Kuwait, and the first time I read this story I was sceptical. Having checked out the facts, I can confirm that this whole story is completely bogus.
The leading reason for this, and the reason for my initial scepticism is that neither Kuwait nor Qatar OWN any offshore rigs.
Offshore Kuwait is claimed by Iran. It’s dangerous enough on a boat more than 2 miles out.
Kuwait’s oil industry is all based inland, since their oilfield is all held within that area. Offshore rigging calls for massive investment which is pointless since the onshore areas are empty and far easier to drill.
There MAY be some confusion arising from the fact that most of 90% of Kuwait is barely 3m above sea level.
